JOB SUMMARY:
Reporting to the Band Manager, the Human Resources Manager (HRM) performs some or all of the following duties for the organization: recruitment and orientation for new employees; coordination of training and development; salary and benefit administration; performance management; and review and recommend changes for HR policies and procedures. The Human Resources Manager may provide support or act as a resource to managers and employees. The Human Resources Manager may also support the Band Manager with some budgeting activities.
DUTIES / RESPONSIBILITIES:
• Ensure that Human Resources Policies and Procedures are up to date and followed.
• Ensure that Health and Safety guidelines and policies are up to date and followed.
• Ensure Kwakiutl Band has an environment free of harasement and violence.
• Manages human resources, in accordance with Kwakiutl Band’s policies and procedures, and recommends and carries out action with respect to staffing, leave and attendance, performance management, performance evaluation, training and professional development, progressive discipline and termination, and monitors sub-delegated human resource responsibilities carried out by departmental supervisors, (e.g. performance appraisals for own staff).
• Meeting weekly with Band Manager to review personnel management plans, progress, priorities, budgets, or any other item of concern.
Other HR Administrative Support:
• Attend Kwakiutl Band Council meetings or committee meetings as requested.
• Recommends to Band manager changes and/or improvements to Kwakiutl Band human resource services, programs and policies.
• As directed by the Band Manager, may communicate on behalf of the Kwakiutl Band with: other organizations; agencies; and federal, provincial, or municipal officials or departments.
• Publishes Kwakiutl Band Council programs and policies. Advises and counsels individual Kwakiutl Band members on programs and policies.
• Prepares and submits to Kwakiutl Band Council statements, information and reports related to these duties as required.
• Ensures that HR administrative systems and records management systems are up to date
• Ensure the Kwakiutl Band’s Policy and Procedures Manuals are up to date.
• Ensure all correspondence, reports and other pertinent documents are handled professionally and efficient manner.
• Ensure the Kwakiutl Band is kept current on all legislation, directives, policies, regulations and procedures.
Operations and Management:
• Develops and maintains effective working relationships with external partners and stakeholders including governments, regional health authorities, and organizations necessary for the purpose of advancing the human resources development for Kwakiutl Band.
• Handling of crisis matters which arise on a day-to-day basis and pass on relevant information to the appropriate Kwakiutl Band staff or Kwakiutl Band Council member.
• Upon authorization, negotiates agreements on behalf of the Band, with final approval provided by Chief and Council.
• Ensure emergency response services /training are available and up to date.
• Assists in the development of new program and service initiatives, as required and/or directed.
KEY RELATIONSHIPS:
• Band manager, department managers, supervisors and staff.
• Maintains liaison and communication with government departments or agencies related to the position.
• Maintains good relations with the Kwakiutl membership, community and handles individual member's inquiries and requests.
WORKING CONDITIONS:
• The position of Human Resources Manager requires some local and regional travel and may involve limited evenings or weekends. Adaptable to schedule changes.

• Possession of a valid driving license and means of transportation are preferred.
• Successful criminal records check.
Qualifications & Experience:
• Training and experience in the fields of human resources administration or management.
• Knowledge and understanding of human resource management practices.
• Familiarity with legislation affecting First Nations government.
• Excellent interpersonal and communication skills.
• Knowledge and appreciation of the history, culture and traditions of the Kwakiutl people.
